The president has absolute authority over immigration, congress can be ignored - per the Constitution. You can pass all the laws you want but the President is the absolute authority over immigration.

It’s the Constitution!

Again......... Once an alien is ‘lawfully’ admitted, THEN Congress controls the rules of naturalization or deportation, although Justice Thomas believes the president might also have inherent power to deport as well. See Sessions v. Dimaya (2018, THOMAS, J., dissenting, slip op., 13–14).
