They don't control the Senate for one thing.
Right after having lost suburban women in the mid-terms what better way to attract them back then taking steps meant solely to remove a woman from the Senate Judiciary Committee?

Republicans control the Senate.
If Dems take it back in ‘20 then yes they could increase to 21. But Harris wants to be on the stage now.
The major advantage to reducing membership to 20 would be that the split would be 11 to 9. The republicans would have a 2 vote majority so they would not face the situation where one rouge member could hold up a favorable report on a nominee. Think Flake in Kaveanue hearing.
This all boils down to paralleled
perceptions.
