It's probably too late to do any good the way things have advanced, but it is really past time to let full sunlight light under the whole rock.
Declassify or "leak" it now.
It's all been leaked. Mostly in the NY Times way back in 2016 and 2017 when they didn't expect that Halper and Mfisud and similar fat diumbasses were "spies" who had to be protected by MI6. The only thing missing now is full public understanding of the sordid deeds by our "allies" in Britain (see top right in infographic). The voters are mostly too busy to spend the time understanding this stuff. But enough will get the idea that Dems tried to undermine democracy, that we can oust them from the House in 2020.
