It's called "biting the hand that feeds you"! Poor quality crude that the US and Asia processes it for them. The quality has gotten worse. The further it has to be transported the less they get for it. Therefore the US (Citgo) is there best refiners.
Kidnapping Citgo Employees was a very bad move.
