The chain of custody has been broken, if you do not know where they exactly are, you do not know if they have bern tampered with.
It seems to me that you need some ex-Army/AF vault custodian...build up a vault and allow only key people into the vault, with a camera recording events 24 hours a day. Counts would only take place with people who are competent and have two witnesses monitoring each counter.
