Actually they do separate out the undervotes and overvotes and they provided the number of each to the SOS.

Can they “fill-in” the Senate race on the “Undervote” ballots if they see that the rest of the ballot was uniformly Democrat or Republican? Is that legal?

So true.
And these ballots were already counted for the races which were properly filled out .
The Tuesday and Todays count included these ballot votes .
The under and over issues were involving mostly
minor races .
Those races were not counted by the machine because the race decision was screwy like two people were picked .
Most canvassing board already met and decided over these ballots and they are in todays count.
The ballot issues where involving minor races like water board or
Bond board members .
