A briliant idea except the Dems would never allow any such legislation to pass. They'll trot out the old "disenfranchise" tag and play the race card.
The almost perfect solution is a national voter ID. And we all know how far that got.

Disenfranchise my ass.
Every legal citizen in this country has some type of ID, if they didn’t they couldn’t get their welfare checks.
They couldn’t buy booze, they couldn’t even buy a pack of cigarettes.
I can’t think of any financial transactions that can be done without ID.
Except maybe Hookers, even then you need ID to come up with the cash.
