Unless the guys in the county jail are convicted felons from previous convictions, they could be in there for misdemeanors and felonies but cases haven’t been adjudicated. So, if they’re a first timer, they aren’t a felon until they’re found guilty. Even if they’re in there for murder.
In damn near every other county jail in the country, I’d say that is true. But, given the place and who the sheriff is, I think it’s highly probable, in this case.
