Did PG& E negligently not do proper maintenance on their overhead lines and negligently did not enforce proper tree trimming and vegetation management in their rights of way? If this can’t be proven, they are not liable. They are only liable in the case of gross negligence and willful misconduct.

More likely the State of California, the US Forest Service and US Park Service are mostly to blame. They have long been resistant to good forest, brush land and grassland management practices.
