Why people don’t mail them in is a good question.

I drop off my ballot on election day because I still remember the hundreds of mail-in ballots "found" after being dumped by a Florida postal worker in the 2000 presidential election. And I'm pretty sure that wasn't an isolated incident. I don't like mail-in ballots anyway, so if there's any way I can lessen the chances of fraud, I will.

We always go to our polling place for just the reasons you mention....one year some ‘mail in ballots’ were left in a box “just in case they were needed”. UNLESS NECCESSARY, NEVER EVER VOTE OTHER THAN ‘IN PERSON’.
