That’s the way the ballot is listed. U.S. Senate first, then U.S. House, then governor and statewide officers, then state senators, representatives, and certain judges. Local offices are not tabulated by the secretary of state in TX, but they are by the secretary of state in Louisiana.
The 3 percent you mention does not include early voting.
