Is our state (Washington) experiencing significant “unexpected costs”? If not, what accounts for the difference?

I moved for work and stopped watching Washington State. Eventually WA should see some rise in costs with Medicaid expansion. States eat about 10% of that, I think. They keep their coats down by denying coverage to 22,000 eligible disabled persons, despite all the tree hugging.
