Your list of cities that are openly hostile to the military should include the entire west coast north of Camp Pendleton. The military is loved in San Diego. The military closed all bases in Northern California (Fort Ord, Alameda Naval Air Station, the Presidio, etc.) because our military leaders got sick of the anti-war demonstrators at the front gates.
Add to that the property is valuable in many of those places. Just ask Nancy Pelosi’s husband.
