The United States House Committee on Appropriations and the United States Senate Committee on Appropriations control the money or "purse strings" (Despite what Reagan said which you are repeating).
Perhaps you should take your own advice and study "politics" a little more.
BTW, the United States Senate Committee on Appropriations have a lot more power than their house counterparts because they operate on the State level and not on a district level.
The House is a huge loss, however, not the end of the world (Especially in control of Repubs).
