My suggestion would be that if it is really that damn important to you to vote, maybe you should give up committing felonies.
Simple solution - Minorities should start a movement to not commit any crimes in order to drop that number so they can vote. Change gang initiations from murdering a rival to getting an "I Voted" sticker.
