Both have a wire core; it’s the size of the barbs and the added razor edges along the wire that make it more of a barrier. Bare wire, even tri-rolls, are not a barrier, but an impediment. It’s best to lay double stacks with a DMZ between.
Either way, it will stop people from rushing the fences, unless they have heavy materials to span the full width. A piece of carpet is enough to throw over a typical span or wire cutters can breech it in minutes. If you don’t have someone to see and respond to a breech, then anyone can get through.
