Yes.
They were taken with publicly owned cameras. They we’re taken inside a publicly owned facility (jail) while he was in custody.
The last time I researched copyright legalities, text and photos made on government time and funded by taxpayers were good for copying and republishing (example: legislature bills). I’m not a lawyer, though. Newspapers and online news sites routinely publish mug shots obtained from police departments (government time, taxpayer funded).
I wonder if any folks out there have thought to copy the mug shot for posting to many other sites? There wouldn’t be much chance of it disappearing from the Net then.
