Farrell used the phrase "Soros occupied State Department", which the Left says is too close to "Zioinist Occupied Government". Farrell also said, "Soros occupied territory" when talking about the State Department a few months ago.

Judicial Watch uncovered State Department grants to Soros groups during the Obama years. I haven't checked it out, but apparently veterans of Soros groups went to work at State under Obama.
