I doubt if even given an explanation I will understand this!
The Second Amendment supporters did not want a hostile agency in charge of issuing permits.
The issuance of permits was given to the Agriculture commission.
It was a brilliant move, as they tend to be politically neutral about permits.
Florida has had enormous success with their CCW program.
