A pipe stuffed full of match heads is “filled with energetic material” and “can be set off by friction”

Why is the FBI and the DOJ being so coy instead of just coming out and saying “It was a pipe filled with black power or C4 or Composite D” etc?

Could it be because if DOJ and the NY Cops tell the truth, instead of obfuscating, the whole thing takes on a Keystone Kops air and totally deflates the “crisis” narrative?
