The military can operate on US soil. They did during periods of civil unrest in the 60’s, they can do it now, even more so since the passage of laws post 9/11 (Patriot Act, NDAA. It can be dicey, but it can be done. A state of emergency or a civil disturbance can do it, after all, it is an invasion.
