Can President Trump declare a “regional”(i.e., NOT nationwide) martial law—along the southern border?
The President can designate limited martial law. It is done in major disaster areas.
It would be a huge legal and public relations battle to do so with the border. I guess it is a matter of if he thinks that fight would be worth it, within the big picture.
