Rosenstein does have some discretion regarding what findings are issued to Congress and what revelations can be publicly released.

I have been wondering if that conversation on the plane to Orlando last week between the President and RR had anything to do with how RR would handle the Mueller report. If RR just reports on what we already know (e.g. guilty pleas from Flynn, Manafort, Papadoupolus, and Cohen and indictments against Russians), that is fair. But, if RR starts talking about unindicted co-conpirators and sealed indictments that won't be unsealed, that is politics. I'm wondering if RR’s job is directly dependent on how he handles this.
