I looked up the story via local Munich press. It’s gotten the interest of a fair number of people around the city. What the cops say is that their hands are tied...state law (by Bavaria) says in a case like this, there will be two charges laid out (one on the first guy, and one against the father) and some judge will have to go and sort out what occurred, and if any provocative actions started the episode.
I have my doubts that any judge in the city court system wants to move on with the charges against the father. I think he’ll end up with the charges dropped.

With sites like Voice of Europe you can never be totally sure that we are not dealing with fake news. Is it getting any media attention outside of Bavaria?
What about the costs incurred? If this poor guy has to shell out big bucks while he wait’s to find out if the state screws him over, well, I daresay Frau Merkel will be happy with that. Paying through the nose will act as a deterrent, too.
So, do they just “book” everyone at birth? Who wants to be charged for doing what is right? This means he’ll have a record, as well as all of the crap of going through this process.
If the police “have their hands tied” then the People don’t need them.
