The Ninth Circuit Court covers eight states. Why give Feinstein and Harris such control over it just because it is headquartered in San Francisco?

What if the Court were moved to Nevada or Arizona instead?

Yes, split up and move the 9th circuit. Maybe Alaska, Washington, Oregon, Idaho, Montana, Hawaii, Guam, and the Northern Mariana Islands in a new circuit, based out of maybe Boise. Leave the 9th circuit with California, Nevada, and Arizona, based out of Reno, Phoenix, or Tuscon?
