He only has a constitutional right not to incriminate himself. He does not have a constitutional right not to show up. Chairman Bob Goodlatte should send the sheriff to get him and bring him before the Committee and plead the Fifth at each question.
No Sheriff works for Godlatte or anyone else in Congress.
