No. It means not putting people in jail for life for weed, or for unwittingly being a driver in a drug-deal bust.

I’m not for legalizing drugs, but there are way, way too many people in jail for drug related crimes that are then turned into violent hardened criminals.

He specifically said not hard and fast drug dealers. He is referring to insane amount of time people spend in prison for non violent crimes. The punishment should fit the crime. The disparity is mind boggling.
