In some places, concealing ones identity to avoid being recognized, is a crime. It may have to be linked with doing criminal things which this group of “protesters” (rioters? vandals?) certainly were doing. It is probably difficult to tell which person was doing which criminal act because of the similar all black clothing including face coverings.
