(notice that's not a "?") Yes, it's a "take-off", a gentle dig, etc.; that, in no way, shape or form means it's a scam.
The author is simply utilizing the well-known, time-tested principle that humor, especially when it's based on fact and truth, is an effective way of making your argument. Labeling it a "scam" is simply you demonstrating your own bias.
