That article says nothing about the promise being in writing. However, I think all Republicans will vote for him and possibly three Demons.

"That article says nothing about the promise being in writing."
Other articles did. There was a copy of his letter a few days ago at Breitbart. His vow was the last sentence in the letter and was written as a separate paragraph.

Jeff Flake: I Will Vote to Confirm Brett KavanaughBreitbart by Sean Moran
September 28, 2018
[Excerpt from Jeff Flake's written statement, emphasis in bold mine:]
What I do know is that our system of justice affords a presumption of innocence to the accused, absent corroborating evidence. That is what binds us to the rule of law. While some may argue that a different standard should apply regarding the Senates advice and consent responsibilities, I believe that the constitutions provisions of fairness and due process apply here as well.
I will vote to confirm Judge Kavanaugh.
[Coon's reaction as quoted in the article.]
"CNN reports that when Sen. Chris Coons (D-DE) heard the news of Flakes decision, his immediate response was, 'Oh f*ck.'"
