He must know something. He won’t schedule the vote if he doesn’t have the votes. Maybe he has concrete assurances that he has at least 51 without Flake. Otherwise he sits on it until the Senate adjourns.
All he needs is 50... Pence breaks the tie...
But I have expected all along this is a 52-55 vote confirmation when it finally gets held....
