I don’t think the FBI accepts that answer: “no questions without my CPL.” Isn’t the standard response, “you can answer our questions here or you can answer our questions at headquarters”?

Not for people that are only witnesses for a background interview.

No legal obligation to say anything to them, and they lack probable cause for any kind of warrant.

So in reality they can't do much.
