I believe Maryland law as of 1982 precludes that from happening.

They don’t preclude her from going to the cops. They preclude her from being able to file a complaint because she “waited” so long. In something like this, the cops would tell her to go directly to the DAs office to file the complaint and let their investigators handle it. Only to find out that they can’t take the complaint due to statute of limitations and the circus goes round and round.
