Actually the FBI sometimes has jurisdiction over kidnapping. Ford accused Kavanaugh of locking the door to prevent her escape. This is legally considered kidnapping. There appears to be a 7 year federal statute of limitations on kidnapping that does not result in death. However, the only federal law I have found so far is Title 18, U.S.C., Section 249, which is also known as the Hate Crimes Act.
In Maryland, there is no statute of limitations for rape or sexual violence. Rape was not alleged, and I don’t know what a prosecutor would file if Ford had reported in 1982. Probably nothing, if no date, time, or location were given.
Locking the door only prevented additional people from entering the bedroom. It could not prevent people already in the room from leaving. She claims she did exactly that, running across the hallway and locking herself in a bathroom for ten minutes.

According to the posted letter from the Montgomery County Police Chief and State's Attorney, what matters is the law at the time, not the law today. And 1982 law specified a statute of limitations of one year.

In MD there is no limitation on kidnapping either, though I am not certain when that changed. Also, federally, there may no longer be a limitation on kidnapping either. I think it depends, but again, it depends on when it changed as to who may be charged with what.
