Actually, I think the opposite. If Trump wanted to change the news cycle and build some interest in Midterm elections, he could say,
“I said I would never sign a spending bill like this again and I am a man of my word. If the government shuts down, so be it. I got elected, in part, to get our boarder secure and this is an important part of that. I need some more congressmen to work with that will help me execute on my campaign promises. So I need Republicans to get to the polls and vote in November.”
Then he’d point out that bloody Fedzilla doesn’t actually SHUT DOWN.
