Panuccio replaced Brand and became ‘Acting’ and thus subject to a 210-day time limit. Brand stepped down (was forced out) on February 8, 2018, so Panuccio was in the acting capacity for 210 days until September 18 this year.
This is why Brand was dismissed so that Francisco would succeed RR. When Panuccio replaces RR, Panuccio will have a 210-day time limit.

It's not that Trump doesn't have a plan. I'm sure he does. It's that Sessions isn't part of the plan and isn't participating in the plan. And Trump's plan involves at the very least removing Rosenstein and most likely Sessions.
