Typical sales tax systems, which are generally called “flat” as opposed to “progressive”, usually exclude food, clothing, and other necessities, and usually include “luxuries”. If you are “poor”, much of your “consumption” is exempt, and if you are “rich”, most of your “consumption” is not exempt.
