This kid sounds like a very decent,admirable one.My guess is that he understands that the only important reward for him is the knowledge that he did the right thing.
As for the woman....all I can say is "carrying $10,000 in cash? Good grief!"
I lost a wallet once that had $65.00 in it-——I gave it all to the guy who found it——it was all of the other stuff in the wallet that I was delighted to get back.

It should never have been announced. That is a green light for some government agency to do a confiscation of money that might have been used in an illegal transaction.

When you ask them if that’s appropriate, the reply is “We’re on a fixed income...” When you remind them the tip should be based on the value of the meal, not what you actually paid, all you get is a blank look and anger for a reply...
I usually end up picking up the slack for my cheap “friends” because I feel sorry for the hard working servers...So it ends up costing me extra for the privilege of their company...
