This guy is going to be rich.

This is Kafkaesque, i.e., in Kafka's book "The Trial," a man is arrested but is not told why he is being arrested or who ordered him to be arrested. The Coast Guard guy probably has no idea what he did that was deemed offensive. It looked like he was scratching his ear or adjusting his earpiece; he wasn't even looking at the camera.
