The entire U.S. military is like this these days.

Obama was very effective at putting key people in exactly the right places to implement a massive top to bottom institutional change.

People tend to view the military as conservative by default. They're wrong. In the senior enlisted and O4 and above ranks, there are a lot of people who voted for Hillary and supported Obama. They were allowed by design to rise to the top. They're still in place, signing FITREPs and guiding policy.
