Pretty much eliminates a gang hit. A hired killer would have been in the wind and back in Central America by now. Besides a professional assassin isn't going to publicly argue with her and call attention to himself before he ran her over.
Doesn’t eliminate it all all. Say the gang wants to send a message, but not have all hell break loose, the gang finds someone willing to pick a fight with the vic and set the stage for what, at worst, looks like vehicular manslaughter. The penalties for which, in NYC anyway, are a joke. They can stage the hit, send a message to the appropriate parties, all without generating any more bad press.
I hope LE does a VERY thorough investigation.
