I suspect it is a place where it is safe to utter the approved opinions...but if you were to say something unacceptable, you’d probably be in just as much trouble as if you said it elsewhere.
A resident commissar is probably assigned to supervise thought and discussion in these designated safe spaces - to quarantine divergent thought until it has been browbeaten into submission.
Once stronger control is achieved, these “safe spaces” can be moved closer to the ovens, to simplify logistics, and more efficiently realize the bright new society of progress.
