Yeah, so if all those civilians would have just ran and hid allowing the sniper the time to shoot at will those 3 law enforcement officers would have handled it just fine?
Even if the civilians shooting back were ineffective they distracted the shooter. My point is that without civilian back up there would have been more civilians killed.
And forgive me for not going into great detail but as it turns out when this was occurring I was somewhere in the jungle getting shot at myself and it was years after that I was even aware it happened.

not return fire as it would be impossible and ineffective,
besides, it would endanger lives nearby.
The quickest way to end the threat is to suppress/take out the bad guy.

Accuracy is important, regardless of point made.
It wasn’t just 3 LEOs, actually. Those were the guys who got upstairs. There were apparently more on the ground along with other civies who had firearms. 1 apparently helped a student get home to get his gun but I don’t see the info on what happened next. Assume he came back and participated.
I didn’t say they were “ineffective”, nor did I state that 3 LEOs would do OK (again, there were more below). Civilians getting involved can definitely be helpful. But sometimes facts are overblown to make a point - and that ends up blowing credibility so no one listens. Often, that exaggeration/inaccuracy isn’t even necessary to prove a viewpoint.
