This scene is being overhyped ad nauseam. The structure being shown repeatedly by every media outlet is doing exactly what it was built to do. It is called breakaway walls or breakaway construction. It is intended to collapse under lateral load forces without causing damage to the elevated portion of the building, specifically for flood prone areas.

I think after the gulf coast biggies those walls are mandatory on at least the first floor (maybe second floor too right by shore) of every new building.
