I am not referring to Ghouta, but the last chemical attack (Douma). The chemical weapons attack is one of psychological nature: 1. Attack always comes near the beginning of the siege. 2. Attacks on civilians are effective because the psychological nature (demoralization) works on the combatants.

The CW attacks are staged when the islamists need western intervention
The “ victims” are either crisis actors ( there are videos of them training children) or they are actually hostages sacrificed by islamists
Kidnapped villagers (Christian and alawite) and family members of Assad loyalists
