I believe she’s making stuff up as she goes. She’s betting she will skate because she’s a cop. If she does, between her killing an innocent civilian and the Muslim cop killing an innocent civilian it’ll be open season on civilians.

my scenario: long shift, got loaded--drugs or C2H5OH--disoriented, she found 'her' door ajar, man freaked her and she popped him. crappy bureaucracy tries to cover for her.
