She either broke in, or the guy inside realized she was a cop, and opened the door.
I’m going with the idea that she broke in, because that makes more sense given the shooting. If she broke in, and the guy inside had no idea she was a cop, he’d probably try to defend himself from the break in. Thus, she gets to shoot him for attacking her.
She must have been drunk and/or drugged as hell.
If the key was found in the lock, then it's probably that she was rattling the door handle, trying to figure out why her key didn't work, and the guy opened the door trying to figure out why someone was rattling his door handle.
Then, without even the slightest inkling that she was actually at the wrong place, even after her key didn't work, drew her gun and fired.
