Perhaps it’s Pence’s speechwriter Stephen Ford. Wrote the speech Pence gave at Mccain’s funeral. Also fond of the word “lodestar”.

In that article it points out that Pence’s use of the word “lodestar” came from 2011 but Ford has only worked for Pence since 2017.
When newspapers use the term “Senior Administration Official” they almost always mean one of the following: Assistant to the President (9 people); Cabinet Members (16 people); or Cabinet-level officials (8 people).
That’s not a big group of people, though if you expand to Deputy Secretaries which some papers have done, the number swells substantially.
Interestingly, the administration has NOT claimed the article is false or fiction as they’ve done with Woodward’s book.
