Other side: you will maintain a continuous inspection force in our deserts to assure we are not up to something. US: deal.

Trump's approach is: believe me you are going to want this deal. No? Ok well, when you come back after some pain, the deal will be worse.

The politician always grabs the quick win - the temporary poll boost - regardless of what the consequences are a few years down the road. Trump doesn't think that way, he's looking for the best 30-year deal as a real estate developer would.
