The legal question here is that if there is an open carry law in Houston, which would apply to everyone, is there a law AGAINST BEING MASKED AND CARRYING A WEAPON?

Houston has a reputation as being a politically Leftist shithole and their police leadership leaves something to be desired, like a leader with the guts of Conan the Barbarian.
